ICASA Position Paper – Ownership and Control January 2004

The ICASA Position Paper 2004 set out ICASA’s proposals around changing ownership and control regulations in the country. Industry argued that the regulations were too stringent and had stopped growth in the broadcasting and telecommunication sectors. They argued that in particular the Regulations had hindered development and growth of new black owned companies. Finally, they argued that consolidation in the industry would not impact on media diversity issues because in fact the pooling of resources, economies of scale etc.would lead to greater professionalism in the industry and thus greater diversity and quality of content. ICASA balanced this with views that consolidation was a problem for diversity of content.
