The SOS Coalition & Media Monitoring Africa’s Joint Submission on ICASA’s Proposed DTT Regulations

In our July 2012 submission to ICASA on its proposed DTT regulations, the SOS Coalition and Media Monitoring Africa argue, inter alia, for the following key issues to be considered:

1) A switch-over and regulation which does not undermine the principle of technology neutrality that is central to convergence & the Electronic Communications Act, 2005;

2) A coherent, consistent and fair regulatory environment which protects and promotes public service broadcasting;

3) That the SABC as a whole be classified and regulated as a public broadcaster both in name as well as substantively, removing the nonsensical public vs public-commercial distinction which is entirely outmoded and not based in reality.
