ICASA Position Paper – Ownership and Control November 2009

The understanding was that the proposals put forward in the ICASA Position Paper, 2004 were to be submitted to Parliament by the Minister of Communications. Unfortunately however the latter were not submitted.The old ownership and control regulations thus remained in force. In 2009 ICASA then drafted a new Discussion Paper on Ownership and Control. Civil society and industry were asked to comment on a new set of questions. In the interim between the publishing of the first Position Paper and the 2009 Discussion Document certain issues had changed – ICASA asked civil society and industry how they should proceed on a number of issues.
